The Economic Transformation Programme (ETP), through PEMANDU, continuously engages
with prospective investors interested in participating in Malaysia’s transformation
into a high-income economy.
As the programme was designed to be private-sector led, PEMANDU has identified a
three-step process for investors to apply to join the programme.
In addition to the investors’ proposal, applicants will also have to complete
the Project Brief and Timeline; and the GNI Assessment Worksheet with Assumptions
templates provided by the relevant NKEA teams.
All proposals will then be evaluated by the respective National Key Economic Area
(NKEA)’s Steering Committee, which is chaired by its corresponding Ministry.
The vetting process will also include feedback from the Evaluation Team, the Entry
Point Project (EPP) Lead and the Operations Committee.
To ensure efficient and transparent implementation of ETP projects, PEMANDU has
also identified a governance structure for the programme and its NKEAs. These involve
weekly monitoring sessions with the Economic Planning Unit’s Economic Council,
and monthly problem-solving meetings with the NKEA Steering Committee, the NKEA
lead Ministry’s Investment Committee and the Malaysian Investment Development
Monitoring of the EPPs or Business Opportunities are also conducted by the respective
Ministry or EPP owners throughout the year.
