MeSTI Scheme for Food Industries
  • Makanan Selamat Tanggungjawab Industri (MeSTI), or the "Food Safety is the Responsibility of the Industry", is a food safety programme undertaken by the Ministry of Health (MOH).

    The objective of MeSTI is to put in place a system for the maintenance of food hygiene and process control which includes food safety assurance and food traceability. Thus, MeSTI compliance will serve as a building block for micro and Small and Medium Enterprises (SMEs) in Malaysia to be a major producer and exporter of food products by facilitating food safety and quality compliance.

Targeted coaching and assistance to food manufacturing establishments to meet hygiene and safety requirements will be provided under this programme.

The programme will also allow the use of the MeSTI certification logo by food production establishments that are in compliance.

The use of the MeSTI logo is intended to act as a strong branding tool to assure consumers of the products' compliance with the required food safety and hygiene standards. It will also act to enhance the visibility and marketability of the products.

There will be linkages to other certification and assistance programmes such as the Ministry of Agriculture's Skim Amalan Ladang Baik (SALM), Federal Agriculture Marketing Authority's (FAMA) 1Malaysia Best, Jabatan Kemajuan Islam Malaysia's (JAKIM) halal certification and SME Corporation's SME Competitive Rating for Enhancement (SCORE).

There will also be linkages to food safety certification bodies accredited by the Department of Standards Malaysia such as the Good Manufacturing Practices (GMP) and the Hazard Analysis and Critical Control Points (HACCP), cutting across the food value chain.

Both the GMP and HACCP are internationally recognised standards as importing countries are increasingly setting standards or requirements for processed food imports through the imposition of international standards such as GMP and HACCP.

The 2011 Economic Census noted that there are 6,016 food and beverage manufacturers (15.9% of which comprises 37,861 micro and SME manufacturing establishments) employing approximately 117,000 people.

All food manufacturing establishments that are not GMP or HACCP-compliant are encouraged to seek MeSTI's certification by contacting the MOH Food Safety and Quality Division.

Implementation

The pilot audit phase has been on-going since September 2012 with 198 manufacturers certified by MeSTI to date. These include manufacturers supplying food products to KR1M, COOP1M and hypermarkets.
